EMERGE: a smart mobility and communications project

Leonardo is participating in ‘EMERGE’ – a smart mobility and communications project to develop technologies for the autonomous and assisted driving systems, to support "every day" and "emergency" operations.

The project, promoted by the MISE (Ministry of Economic Development) in collaboration with the Abruzzo Region, aims to develop an intelligent mobility and assisted driving solution to support the operations of the Police Forces and Emergency Response. EMERGE will be attended by Leonardo, RadioLabs which is the coordinator of the project, Elital, Telespazio and the University of L'Aquila.

Leonardo is a technological partner of the EMERGE project and will manage the communications between vehicles and the operations center, playing an important role as a system integrator for the communication system, and also managing its cyber security.

The project involves the development of a Cooperative Intelligent Transport System (C-ITS) platform, a new paradigm of smart mobility towards which the European Union is moving. It is a type of assisted driving in which vehicles are supported by an operations center on the ground capable of collecting, managing, correlating and interpreting various types of data, returning timely information to operators useful for carrying out ordinary or emergency activities.

Part of the project, which started in January 2020 and will end at the beginning of 2023, consists of equipping five vans with different technological equipment, which will transform them into real mobile sensors capable of communicating with each other and with the operations center. The vans will be able to record and transmit authenticated data of various kinds, such as those relating to traffic and any roadblocks.

The EMERGE platform will include beyond-state-of-the-art technologies in terms of precise geolocation thanks to the intersection of data from the multi-constellation GNSS satellite solutions developed by Telespazio. But it will also use innovative technologies in terms of connectivity, thanks to a Leonardo On Board Unit for V2X (Vehicle to Everyone) communication capable of aggregating satellite channels managed by Telespazio and 5G ones. The collected data will be correlated and filtered by the operations center which will make them dynamically available in cloud mode.

The security of the data and its transmission, a crucial element of the project, will be guaranteed by a secure-by-design approach. Also by a whole series of vulnerability assessments with the implementation of the related countermeasures, and by monitoring the web in search of other cyber attacks to the automotive sector, therefore from a predictive point of view.

With EMERGE law enforcement, emergency or emergency response forces could potentially be supported by a common control center capable of analyzing a multiplicity of data, allowing operators to act in a more dynamic, timely, efficient and effective manner both in normal operations than in emergency ones. Valerio Di Claudio, the project lead for Leonardo says: "Further applications can be those of a mobile communication center for a field health facility or, even as a support vehicle for road infrastructure managers in the event of accidents or natural events thanks to advanced sensors and V2V technology for radio signalling of obstacles to approaching vehicles".
